Iran's economy is approaching the drafting of the 1406 budget while economic sanctions, trade restrictions, and geopolitical developments in the region continue to affect the level of exports and access to foreign currency resources. In such a situation, while the increase in global oil prices may seemingly strengthen the outlook for oil revenues, it alone does not guarantee an improvement in the government's financial resources.

Oil Price and Export Estimates

According to published reports on budgetary scenarios, the price of each barrel of oil is estimated in some assessments to reach up to $130; a figure that must be considered alongside the actual level of exports, sales discounts, transportation costs, and the possibility of currency repatriation. Mohsen Zanganeh, a member of the Parliament's Planning and Budget Commission, has mentioned the realization of over $11.5 billion in oil revenues in the first four months of the year and daily exports of at least 600,000 barrels of oil. These figures have been presented by him, and for an accurate assessment of the oil revenue situation, it is essential to examine official and independent information regarding the time period and the amount of resources collected.

Challenges of Oil Revenues and Budgeting

On the other hand, Abdolnaser Hemmati, the Governor of the Central Bank, has described the country's foreign currency reserves as adequate and has spoken about the ability to meet import needs. Additionally, Hamid PourMohammadi, the head of the Planning and Budget Organization, has announced that the budget bill for the year 1406 will be presented to the Parliament in Azar after completing the drafting stages. However, the main issue in next year's budgeting is not just determining the oil price, but rather the amount of revenue that actually converts into resources available to the government, which is of greater importance. The gap between projected revenues and collectible resources can create conditions for an increase in the budget deficit in the absence of financial discipline.

In such circumstances, excessive reliance on uncertain oil revenues may lead the government to resort to issuing bonds, borrowing, or using banking resources to compensate for the deficit; pathways that, if mismanaged, can leave inflationary effects on the economy. Therefore, drafting a realistic budget, diversifying income sources, controlling current expenditures, and ensuring transparency in the repatriation of foreign currency from oil exports will be essential for the economic management of the country in the coming year.
