Seyed Haidar Mousavi, the public and revolutionary prosecutor of Rudan, reported on the intensification of judicial and law enforcement measures to combat fuel smuggling. He stated that identifying motorcycles and vehicles with unconventional refueling patterns is on the agenda, and if there is sufficient evidence and indications, action will be taken against them.
Identifying Smuggling Chains
Mousavi emphasized that effective confrontation with fuel smuggling should not be limited to addressing a single vehicle or individual, but should also identify the smuggling routes, methods used, vulnerable points, and individuals involved in the formation and continuation of this cycle. He added: "In this context, the refueling patterns of motorcycles and vehicles that exhibit unconventional behavior, along with other information and indications, will be examined to distinguish suspicious cases from normal and legal ones."

Citizens' Rights and Judicial Action
The prosecutor of Rudan emphasized the importance of respecting citizens' rights, stating that repeated refueling, the absence of a license plate on a vehicle, or any other administrative violation alone is not sufficient evidence of smuggling, and these cases may merely be indicators for further investigation. He also warned about the use of minors in the transportation and transfer of fuel, saying: "We must not allow teenagers and individuals lacking legal status to become tools for advancing illegal activities."
Mousavi stressed that if a vehicle is identified as being in the possession of an individual lacking legal status, the role of the owner and other influential individuals will also be examined. He further added: "Confronting smugglers should not be limited to the lowest link in the chain, and our goal is to identify the chain that begins with refueling."
In conclusion, Seyed Haidar Mousavi stated: "Fuel smuggling is not merely an ordinary economic violation but can have extensive economic and social consequences. Therefore, combating this phenomenon must be continuous and based on understanding its mechanisms."
