In his inaugural speech at the annual Shura Council meeting in Doha, Qatar's Emir considered the current crisis as an opportunity to reduce dependence on oil and gas. Sheikh Tamim bin Hamad Al Thani stated: "Iran attacked Qatari territory; an act that is a blatant violation of our sovereignty, international law, and principles of good neighborliness." He emphasized that Qatar has always preferred to resolve disputes through negotiation and diplomatic methods.
Emphasis on Dialogue and Regional Security
Sheikh Tamim further stressed the importance of adhering to dialogue, saying: "Our right to defend our sovereignty does not contradict our determination to prevent the escalation of war." He also highlighted the necessity of cooperation among Gulf Cooperation Council member states and ensuring maritime security in the Gulf and the Strait of Hormuz.

The Emir of Qatar referred to the state of energy and water facilities as well as civilian infrastructure, calling for greater efforts to ensure the security of these entities. He also discussed Qatar's plans for the future and the country's responses during the crisis, stating: "Resilience is the result of planning before a crisis occurs."
Declining Revenues and Growth of Non-Oil Sectors
Sheikh Tamim also mentioned a 42 percent decline in total government revenues in the first half of the year, noting that public spending has also decreased by 14 percent. However, he emphasized that essential services have been maintained and the government did not succumb to panic. According to him, previous policies, including strengthening financial reserves and reducing public debt, helped Qatar navigate the consequences of the crisis.
The Emir of Qatar did not consider the country's main goal to merely return to the pre-crisis situation, stating: "We want to use the recovery process as an opportunity to accelerate economic diversification and strengthen national capabilities." He also referred to the North Field gas development project, stating that this project will continue to increase liquefied natural gas production capacity.
In conclusion, Sheikh Tamim emphasized the importance of food security, agricultural development, technology, and investment in education. He also referred to the situation in the Gaza Strip and the genocide against Palestinians, stating: "The perpetrators should not escape accountability."
