Hapag-Lloyd and FIMI today, September 24, 2026, are making efforts to alleviate the concerns of the Israeli government regarding the acquisition of Zim Israel by presenting a new plan. This plan has been introduced as an 'enhanced framework' and includes major changes to the proposed structure of the acquisition of this shipping company.

Details of the New Plan

In this plan, Hapag-Lloyd and FIMI have assured the Israeli government that they have taken the raised concerns into account and have taken actions to strengthen Zim Israel as an Israeli company. For example, this plan includes adding a weekly route to the Far East for Zim Israel along with scheduled services in the Mediterranean and Atlantic seas. Additionally, this plan helps to double the refrigerated capacity of Zim Israel to maintain Israel's food supply chain.

Response to Security and Financial Concerns

The Israeli government had previously expressed concerns about the acquisition of Zim by Hapag-Lloyd. These concerns included the financial capability of the new company and Israel's ability to control critical supply chains. Therefore, the new plan refers to strengthening Israeli ownership of Zim and ensuring the continuation of the company's operations in Israel. Furthermore, this plan includes a special collective agreement to guarantee the employment and training of Israeli sailors.

According to FIMI, this new plan includes a fresh business plan for Zim Israel that has been validated by independent international consultants. Based on this plan, Zim Israel's revenue is expected to increase to $1.7 billion over the next 10 years, with net operating profit improving by $200 million.

Hapag-Lloyd has also pointed out its continued services to Israel from October 2023, despite security disruptions. The proposed value of this deal remains $4.2 billion or $35 per remaining share of Zim, and it is expected that this deal will be concluded by mid-2027.
