Andris Kļaviņš, the Prime Minister of Latvia, on October 16, 2026, called for blocking the transit of Russian grain through the Baltic ports. He stated that this action might force Moscow to find ways to open trade in the Black Sea.

Impact of Conflicts on Grain Exports

Military conflicts between Russia and Ukraine have led to reciprocal attacks on ports, terminals, and maritime infrastructure in the Black Sea, severely reducing the export of key goods such as grain. Following these developments, Moscow has transferred some grain shipments to the ports of Latvia and Lithuania via rail, which has drawn criticism from the Baltic states.

Ukraine's Need to Sell Grain

Kļaviņš emphasized in an interview in Brussels that Ukraine must be able to sell its grain to fill part of the financial gap it is facing this winter. He added, "We are now talking about money and assistance to Ukraine, and they need this help in the winter."

These remarks come as the UK has also expanded its sanctions against the Russian oil industry, targeting two more energy companies, twelve tankers from the shadow fleet, and financial networks related to money transfers. These actions are aimed at increasing pressure on Moscow and reducing its ability to export energy.

Meanwhile, following an attack on a cargo ship off the coast of Bulgaria that led to its sinking, eleven sailors went missing at sea. This incident marks the second deadly sinking of a cargo ship in the region in the past week and has led to the summoning of the Russian ambassador to the Bulgarian Foreign Ministry.
