Ali Khazarian, a member of the Constitutional Law Commission of the Parliament, emphasized the necessity of establishing a comprehensive smart energy management system, stating that effective combat against oil product smuggling requires transparency in the production and output of refineries, completion of measurement systems, and precise monitoring of the fuel distribution chain. According to him, part of the fuel smuggling is not identified due to weaknesses in the implementation of these infrastructures.

Managerial changes in the Ministry of Oil and their impact on fuel smuggling

In an interview with the House of the Nation, Ali Khazarian referred to managerial changes in the Ministry of Oil, saying: What is certain is that the Ministry of Oil will not improve with the comings and goings of ministers, and until the appointment mechanisms and accountability are reformed, disorder in executive bodies, including the Ministry of Oil, will continue.

A member of the Constitutional Law Commission pointed out the unfulfilled legal obligations of the seventh program in the Ministry of Oil, stating: Numerous discoveries of oil product smuggling in recent months indicate that a significant portion of the country's oil products are being smuggled, and it should be emphasized that a considerable part of the smuggling is not discovered at all, and one of the reasons for this is the shortcomings of the Ministry of Oil, especially the National Iranian Oil Products Distribution Company, in establishing the comprehensive smart energy management system.

The necessity of transparency in fuel production and distribution

He emphasized: Fuel smuggling cannot only be pursued at the borders. The accounts of production and output of refineries must be clear. Mr. Azimifar must clarify what actions have been taken to complete the metering. Promises and meetings cannot replace precise measurement and effective oversight in Parliament.

The representative of the people of Tehran in Parliament added: On the other hand, the livelihood of 90 million people is not a testing ground for managers. Before imposing the costs of gasoline decisions on the people, you must answer about fuel wastage and your performance. Mr. Azimifar must clarify the process of securing and importing gasoline in wartime, how intermediaries are selected, and how prices are controlled; any proven delay or violation must be pursued.

A member of the Constitutional Law Commission concluded by stating: When we witness nepotistic and friendly politics in this matter and multiple instances in executive bodies, we can no longer expect efficiency. Someone like Mr. Azimifar cannot be efficient because his path to growth and promotion has not fundamentally been based on technical qualifications. Such individuals must first be accountable for their promotion path and record.

Khazarian reiterated: When we see a manager promoted by several grades in less than six days and receiving a grade D with less than two years of experience in a government agency, and colloquially, it seems like promoting a second lieutenant with two years of experience to a major general, it is natural that his ability, along with the obtained privilege, cannot increase, and the country is stuck with an inexperienced manager with elevator growth. In this situation, the rights of peripheral employees and those in difficult areas within the Ministry of Oil have also been violated, and they have the right to know the rationale behind this action.
